Art and Diplomacy. Actors of Cultural Affairs and their Archival Sources in Berlin and Paris.

Since the 19th century, diplomatic actors have been involved not only in the management of cultural policies abroad, but also in the transnational circulation of artworks. Purchases, donations and loans often passed bureaucratically and physically through the political spaces of embassies and consulates, forming a link with the cultural policies of the nations involved. In the turbulent history of the neighbouring countries of France and Germany, in times of peace as well as in times of violence, the role of the actors of cultural diplomacy constitutes an important field of research for art history, the exploration of which should be continued and encouraged.

Starting from this Franco-German framework, this three-part research workshop will examine the complex transnational links between embassies and foreign offices between 1870 and 1989, and will question the complex nature of the sources in the Politischen Archiv des Auswärtigen Amtes in Berlin and in the Centre des archives diplomatiques du ministère des Affaires étrangères in La Courneuve. The main aim is to create a space for professional exchange between young researchers.

The first part of the workshop will take place in Berlin (20-22 March 2023), the second in Paris (26-28 April 2023), and a final event in the form of a public event in Berlin in spring 2024. In the first two workshops, the selected participants will present the contributions submitted to this call and discuss their research in a safe and supportive environment. On the basis of these discussions, each participant will then be able to write an article that will be published in an open-access scientific blog. The participants will share the results of their work at a conference in 2024.

This research workshop is aimed at young researchers (students at an advanced stage of their master's degree, doctoral students, post-doctoral students) whose studies relate to the themes explored here. Special consideration will be given to candidates who have already carried out research in one of the above-mentioned archives. However, work on primary sources of a comparable nature and on the subject of the workshop will also be considered. Applications on topics outside the Franco-German pairing that take advantage of the sources in Berlin and La Courneuve are also welcome and encouraged.

Contributions may address, but are not limited to:

- The impact of cultural diplomacy actors on the circulation of works of art, their encouragement or prevention
- Temporary exhibitions and cultural diplomacy
- The relationship between cultural diplomacy and the art market, museums, galleries, and/or private collections
- The collections of diplomatic institutions
- The relationship between art and cultural policy actors in times of conflict or violence
- Works of art as diplomatic gifts, bilateral loans, and the political, cultural, and symbolic significance of these gestures
- Methodological insights into the study of diplomatic actors and their networks.

The participants are expected to attend all three sessions in Berlin and Paris. Travel and accommodation costs may be covered on a flat-rate basis in order to enable each person to participate in this workshop, provided that they do not have individual support in the form of doctoral funding or employment. 

At least a passive knowledge of both German and French is expected, but the common working language will be English. Spontaneous translations between French and German are explicitly encouraged and will be supported by the project leaders.

Kunst und Diplomatie. Kulturpolitische Akteur:innen und ihre Primärquellen in Berlin und Paris.

Diplomatische Akteur:innen waren seit dem 19. Jahrhundert nicht nur in die Verhandlung kulturpolitischer Angelegenheiten im Ausland involviert, sondern auch in die grenzüberschreitende Bewegung von Kunstwerken. Ankäufe, Schenkungen und Leihgaben gingen oft bürokratisch und physisch durch die politischen Räume der Botschaften und Konsulate und bildeten dabei eine Verbindung zu der Kulturpolitik der beteiligten Nationen. In der wechselvollen Geschichte der Nachbarländer Frankreich und Deutschland, in Friedenszeiten wie auch im Kontext von Krieg und Gewalt, stellt die Rolle der Akteur:innen der kulturellen Diplomatie ein wichtiges Forschungsfeld für die Kunstgeschichte dar, dessen Erforschung fortgesetzt und gefördert werden muss.

Von einem deutsch-französischen Schwerpunkt ausgehend, wird die Veranstaltung diesen komplexen transnationalen Verflechtungen von Botschaften und Auswärtigen Ämtern zwischen 1870 und 1989 nachgehen, den vielschichtigen Charakter der Quellen im Politischen Archiv des Auswärtigen Amtes in Berlin und dem Centre d’archives diplomatiques du ministère des Affaires étrangères in La Courneuve miteinbeziehen und insbesondere Raum schaffen für fachlichen Austausch unter Nachwuchswissenschaftler:innen.

Der Workshop findet in Berlin (20-22. März 2023) und Paris (26-28. April 2023) statt, die öffentliche Abschlussveranstaltung im Frühjahr 2024 in Berlin. Die Teilnehmer:innen stellen ihre Forschungen in Beiträgen vor, die anschließend im geschützten Rahmen gemeinsam diskutiert werden. Auf Basis der daraus entstehenden weiterführenden Forschungsfragen werden Artikel verfasst, die sowohl Open Access auf einem wissenschaftlichen Blog publiziert, als auch in einer öffentlichen Veranstaltung im Frühjahr 2024 vorgestellt werden.

Der Workshop richtet sich ausschließlich an Nachwuchswissenschaftler:innen (fortgeschrittene Masterstudierende, Doktorand:innen und PostDocs), die sich in ihren Studien mit dem beschriebenen Themenkomplex beschäftigen. Wünschenswert ist, dass sie bereits mit Beständen aus einem der beiden außenpolitischen Archive oder mit vergleichbaren Primärquellen und Quellenbeständen gearbeitet haben und eine inhaltliche Ausrichtung auf das Thema des Workshops besteht. Bewerbungen zum Thema Kunst und Diplomatie, die den französisch-deutschen Fokus regional erweitern, sind dabei ebenfalls willkommen.

​Beiträge können thematisieren, sind aber nicht beschränkt auf:

- Wie Diplomatie und diplomatische Akteur*innen die Bewegung von Kunstwerken direkt beeinflusst, ermöglicht oder verhindert haben (u.a. Stichwort: Diplomatengepäck)
- Temporäre (Sonder-)Ausstellungen und kulturdiplomatische Programme und Propaganda
- Die Beziehung zwischen Diplomatie und dem Kunstmarkt, Museen, Galerien und/oder Privatsammlungen
- Die Kunstsammlungen auswärtiger Ämter und ihrer diplomatischen Vertretungen
- Die Beziehung zwischen Kunst und kulturpolitischen Akteur:innen in Kriegszeiten; die Geschichte von Kunstraub und ihre Intersektionen mit Kulturpolitik und Diplomatie
- Kunstwerke als bilaterale Geschenke und Leihgaben; die kulturelle und/oder politische Bedeutung, Symbolik und das Nutzen dieser Gesten
- Methodologische Ausführungen zur Untersuchung diplomatischer Akteur:innen, ihrer Netzwerke und Beziehungen zu Kunst

Die Anwesenheit bei den drei Treffen ist Voraussetzung für die Teilnahme am Workshop. Für Reise und Aufenthalt stehen limitierte Reisekostenpauschalen zur Verfügung, um jeder Person finanziell die Teilnahme zu ermöglichen, soweit sie nicht über eine individuelle Förderung in Form von Promotions- oder Forschungsstipendien oder wissenschaftlichen Anstellungen verfügt. 

Es werden mindestens passive Kenntnisse der deutschen und französischen Sprache erwartet, allerdings wird die primäre gemeinsame Arbeitssprache Englisch sein. Die Möglichkeiten von Spontan- oder Flüsterübersetzungen zwischen Deutsch und Französisch sind dabei explizit erwünscht und werden von den Projektverantwortlichen mitgetragen.

Art et diplomatie. Les acteurs de la politique culturelle et leurs sources d’archives à Berlin et Paris

Depuis le XIXe siècle, les actrices et les acteurs diplomatiques ont été impliqués dans la gestion des politiques culturelles menées à l’étranger tout comme dans la circulation transnationale des œuvres d’art. Les achats, les donations et les prêts transitaient souvent, à la fois administrativement et physiquement, par les espaces politiques que représentent les ambassades ou les consulats. Dans l’histoire mouvementée des pays voisins que sont la France et l’Allemagne, en temps de paix comme en contexte de guerre et de violence, le rôle joué par ces personnalités constitue un terrain de recherche important pour l’histoire de l’art dont il convient de poursuivre et d’encourager l’exploration.

En partant de ce cadre franco-allemand, cet atelier de recherche en trois volets se penchera sur les liens transnationaux complexes entre les ambassades et les services des Affaires étrangères entre 1870 et 1989, questionnera le caractère complexe des sources que représentent les documents conservés aux Archives politiques du ministère des Affaires étrangères à Berlin et du Centre des archives diplomatiques du ministère des Affaires étrangères à La Courneuve. Il vise avant tout à créer un espace d’échange professionnel entre jeunes chercheuses et chercheurs.

Le premier volet de cet atelier aura lieu à Berlin (20-22 mars 2023), le second à Paris (26-28 avril 2023), tandis qu’une manifestation de clôture aura lieu sous la forme d’une journée d’étude au printemps 2024 à Berlin. Lors des deux premiers ateliers (non ouverts au public), les participantes et les participants présenteront les contributions soumises à cet appel, et discuteront de leurs recherches dans un cadre bienveillant. Sur la base de ces échanges, chaque personne participante pourra ensuite rédiger un article qui fera l’objet d’une publication en accès libre sur un blog scientifique. Les participantes et les participants partageront enfin le fruit de leurs travaux lors de l’événement public de 2024.

Cet atelier de recherche s’adresse aux jeunes chercheuses et chercheurs (étudiantes et étudiants à un stade avancé de leur master, doctorantes et doctorants, postdoctorantes et postdoctorants) dont les études portent sur les thèmes ici explorés. Les dossiers de candidates et de candidats ayant déjà effectué des recherches au sein de l’un ou l’autre des lieux d’archives mentionnés feront l’objet d’une attention particulière. Les travaux portant sur des sources primaires de nature comparable et portant sur le sujet de l’atelier seront toutefois également considérés. Des candidatures portant sur des sujets hors du seul binôme franco-allemand mais tirant profit des archives de Berlin ou de La Courneuve sont également bienvenues et encouragées.

Parmi les thématiques possibles, auxquelles s’ajouteront celles des propositions reçues :

- L’impact exercé par les actrices et acteurs de la diplomatie culturelle sur les circulations des œuvres d’art, leur encouragement ou leur empêchement
- Les expositions temporaires et la diplomatie culturelle
- Les rapports entre la diplomatie culturelle et le marché de l’art, les musées, les galeries et/ou les collections privées
- Les collections des institutions diplomatiques
- Les relations entre l’art et les acteurs et actrices de la politique culturelle en temps de conflit ou en contexte de violence
- Les œuvres d’art en tant que cadeaux diplomatiques, les prêts bilatéraux, ainsi que la signification politique, culturelle et symbolique de ces gestes
- Questions méthodologiques relatives à l’étude des actrices et acteurs diplomatiques et de leurs réseaux

Il est attendu que les intervenantes et intervenants assistent aux trois séances à Berlin et Paris. Les frais de voyage et de séjour pourront être pris en charge de manière forfaitaire afin de permettre à chaque personne de participer à cet atelier international, dans la mesure où elle ne dispose pas d’un soutien individuel sous forme d’un financement de thèse ou d’un emploi. 

Une connaissance au moins passive de l’allemand comme du français est attendue, mais la langue de travail commune sera l’anglais. Les démarches de traduction spontanée entre le français et l’allemand sont explicitement souhaitées et seront soutenues par les responsables du projet.
